 Member Libraries 2025-2026 

Membership is open to all libraries located in the Tri-State area (Iowa, Wisconsin, and Illinois). Business meetings are held every two months and rotate among the member libraries. In addition, social gatherings are also organized on a bimonthly basis.

Participating Libraries

DALINC currently has six public library members, seven academic library members, and one school library member.

(Dubuque, IA) Carnegie-Stout Public Library (C-SPL) has been serving the Dubuque community since 1902. Its collection of more than 240,000 items comprises print, audio/video materials, and various online resources, including ebooks, digital magazines, streaming movies, research databases, and more. C-SPL offers an inventory of non-traditional items for checkout as well, from hot spots and GoPro cameras to baking pans, board games, and ukuleles.

(Cascade, IA) The Cascade Public Library has been open since 1968 and was located at 301 1st Avenue W. for 55 years. On March 3, 2025 the library opened in its new location at 108 2nd Avenue SW.  6 employees currently work at the library and the library is open 47.5 hours per week with morning, afternoon, evening, and Saturday morning hours. The library provides books, periodicals, games, puzzles, toys, visual and audio materials, electronic databases and other electronic materials, crafts, and more. Also provided are offsite programs at the schools and daycare, the Summer Reading program, copy and scanning services, mobile hotspots for checkout, and 5 public computers.

(Dubuque, IA) With the support of our friendly librarians, the library offers a wide array of services to our students, faculty, and staff. Members of the Clarke community have access to our online catalog, as well as extensive databases, interlibrary loan services, and other resources for academic or personal research. We can even assist with reserves for courses, saving you money on textbooks purchases throughout the year. Additionally, the library manages a short term and long term laptop rental program supported by the IT Department, as well as audio visual equipment that is available for rental.

(Epworth, IA) The Mathew Jacoby Library is open to Dubuque County residents and students and faculty from area colleges. Visitors enter through the College’s front entrance. The library is located on the 2nd floor.

 

All visitors wishing to borrow library materials must register for a library card with a valid form of ID. Hours for outside visitors are from 8 AM to 4:30 PM.

(Dubuque, IA) Serving Dubuque Community School District, library resources are made available to attending students and teachers.

The Dubuque Community School District has partnered with the Carnegie-Stout Public Library (CSPL) and Dubuque County Library District (DCLD) to provide middle and high school students access to more educational resources.

Students in grades 6-12 are now able to use their Student ID card as their library card to check out print materials in person and access a variety of digital materials online.

Students with a home address outside of Dubuque County may access materials at either library.

(Dubuque, IA) Dubuque County Library District was founded in 1950. DCLD operates branches in Asbury, Epworth, Farley, Holy Cross, and Peosta, Iowa, and proudly serve members in these communities as well as those living in unincorporated Dubuque County.

DCLD offer a vast collection of books, DVDs, magazines, newspapers, and audiobooks. The library also subscribes to a shared collection of downloadable e-books, e-audiobooks, and streaming video. By utilizing the library website, residents can also access several research databases.

(East Dubuque, IL) The East Dubuque District Library is a welcoming community hub dedicated to learning, discovery, and connection. We provide access to a wide range of resources including PrairieCat, Hoopla, Mango Languages, OMNI Libraries, and other digital platforms that bring books, audiobooks, movies, music, and educational tools to all ages. Our library is home to vibrant programs such as book clubs, art events, local author meet-and-greets, and hands-on activities like the Spice Club and Acrylic Pour Art workshops. With flexible spaces to reserve, public computers, printing services, and daily updates from our active Facebook community, we strive to offer a supportive, engaging environment for East Dubuque residents. Whether you’re here to learn, explore, create, or simply connect with neighbors, the East Dubuque District Library is here for you.

(Dubuque, IA) The mission of the Emmaus library is to train students to be critical thinkers and effective researchers, as well as provide an environment conducive to the development of good study habits. We aim to prepare each student for Christian living and ministry by promoting a habit of lifelong learning and by fostering spiritual, intellectual, personal, and vocational development through the use of library materials.

The Emmaus library plays a primary role in the implementation of the college’s mission. The library serves as a learning and resource center by providing a robust collection of print and non-print materials necessary to your academic endeavors and your own personal interests.

(Dubuque, IA) Welcome to the James Kennedy Public Library! The library is your one stop source for all of your informational needs. We have a large selection of books, audiobooks, magazines (both print and digital), newspapers, DVDs, console games, and downloadable music and movies available to be checked out by our library card holders. Here you will also find electronic resources, news, information about our Creation Station and Library of Things, and a calendar of upcoming library events!

(Dubuque, IA) The Loras College Library supports students, faculty, and staff with a rich array of academic resources, research tools, and personalized services designed to foster learning and inquiry. Through DuSearch, users can explore books, articles, videos, journals, and databases all in one place. The library offers research appointments, chat support with librarians, media creation resources, OER and eBook consultations, and a comprehensive set of quick-access tools—including research guides, the Library of Things, citation help, and interlibrary loan services. With extended hours and a calendar of campus-centered events, the Loras College Library serves as an essential hub for academic success, creative exploration, and scholarly community.

(Maquoketa, IA) The Maquoketa Public Library serves the educational, cultural, and recreational needs of the community by providing:

  • books and other materials for loan and in-house use

  • information and reader's advisory services in person, via email, or by telephone

  • in-house use of computers, including Internet access

  • online reference databases for in-house and remote use

  • Internet access to the automated catalog

  • scheduled programs for children and adults

  • an accessible meeting room for public use.

(Peosta, IA) The NICC Peosta Branch Library exists to further the education of students, support the instructional needs of faculty and staff, and enrich the lives of the NICC community through its collections, services, and collaborative learning opportunities.

(Dubuque, IA) The Charles C. Myers Library staff connects students to resources they need to become educated, life-long learners. The Library is also a cultural center with a welcoming learning environment.

(Dubuque, IA) The Reu Memorial Library serves the mission of Wartburg Theological Seminary by supporting the educational activities of the institution; providing a place for independent and collaborative learning; collecting, preserving, organizing, and offering resources in a variety of formats; and teaching and equipping the Wartburg community for lifelong spiritual, intellectual, and personal learning.
